She's let him touch her so far, which he figures it a good sign, so he lifts his hands to her shoulders, holding onto her, but not moving more than that. The last thing he wants is to hurt her or make her feel like she's not safe again and he'll let her tell him what's okay and what's not before he does anything else.

"Hey, it's okay," he says softly. "He's gone. And if he wasn't already, he would be." As a cop, it's probably not a good idea for him to utter threats out loud and so he doesn't say exactly what he wants to, but he thinks Molly will understand what he means anyway.
